From the Start Menu - Programs - Accessories - Dial-Up Networking
Or
Open My Computer (on the desktop) - Dial-Up Networking

Installing Windows NT Dial-Up Networking

    If Windows Dial-Up Networking has not been installed Open Dial-Up Networking
        Follow the install procedure to install Dial-Up Networking, Remote Access Server (RAS), and Modem
            Create a New Phonebook Entry
                Enter a name the this entry
                    Select Send my plain text password if that's the only way to connect
                        Finish Phonebook entry
                            Once complete See Setting for Dial-Up Networking to verify correct settings (reconfigure if necessary)
